Heroin is an illegal, highly addictive drug. It is both the most abused and the most rapidly acting of the opiates. Heroin is processed from morphine, a naturally occurring substance extracted from the seed pod of certain varieties of poppy plants. It is typically sold as a white or brownish powder or as the black sticky substance known on the streets as "black tar heroin." Although purer heroin is becoming more common, most street heroin is "cut" with other drugs or with substances such as sugar, starch, powdered milk, or quinine. Street heroin also can be cut with strychnine or other poisons. Because heroin abusers do not know the actual strength of the drug or its true contents, they are at risk of overdose or death. Heroin also poses special problems because of the transmission of HIV and other diseases that can occur from sharing needles or other injection equipment.  

Soon after injection (or inhalation), heroin crosses the blood-brain barrier. In the brain, heroin is converted to morphine and binds rapidly to opioid receptors. Abusers typically report feeling a surge of pleasurable sensation - a "rush." The intensity of the rush is a function of how much drug is taken and how rapidly the drug enters the brain and binds to the natural opioid receptors. Heroin is particularly addictive because it enters the brain so rapidly. With heroin, the rush is usually accompanied by a warm flushing of the skin, dry mouth, and a heavy feeling in the extremities, which may be accompanied by nausea, vomiting, and severe itching.  Sounds like fun?

Wait, there's more!

After the initial effects, abusers usually will be drowsy for several hours. Mental function is clouded by heroin's effect on the central nervous system. Cardiac function slows. Breathing is also severely slowed, sometimes to the point of death. Heroin overdose is a particular risk, where the amount and purity of the drug cannot be accurately known.

Investigation Leads To Drug Arrest



Armando Cortez Martinez, 59, of 5013 North Pointe, Sanford, was arrested after a 6 week undercover operation by the Lee County Sheriff’s Office Narcotics Division and the NC State Bureau of Investigation. Martinez was charged with trafficking Methamphetamine by Transportation, Trafficking Methamphetamine by possession, possession with intent to sell Cocaine, maintaining a vehicle to store drugs and possession of drug paraphernalia. He was placed in the Lee County Jail under $300,000.00 secured bond.

Internet Crime Complaint Center

Internet crime schemes that steal millions of dollars each year from victims continue to plague the Internet through various methods.  The Internet Crime Complaint Center (IC3) is an agency that partners with the FBI and other law enforcement agencies to serve as a vehicle to receive, develop, and refer criminal complaints regarding the rapidly expanding arena of cyber crime. The IC3 gives the victims of cyber crime a convenient and easy-to-use reporting mechanism that alerts authorities of suspected criminal or civil violations. For law enforcement and regulatory agencies at the federal, state, local, and international level, the IC3 provides a central referral mechanism for complaints involving Internet related crimes. https://www.ic3.gov/default.aspx

Schemes such as door to door soliciting for gutter work, home and driveway improvements seem to still be the most popular here in Lee County.  If you are approached by someone and you feel that this is their direction, it's always best to simply ask for their business card and advise them that you'll get back with them.  If it's a "too good to be true price", then it probably is...Feel free to contact our criminal investigators to see if any local complaints have been filed against them as well.

Lee County Student Receives Award at MOC



Kevin Julich of Sanford received The Don Miller Award at Mount Olive College’s Annual Awards Ceremony. Julich is a senior criminal justice major.
The Don Miller Award is given in memory of Detective Donald A. Miller, a Criminal Justice Department graduate and New Bern Police officer who gave his life in the line of duty. The award is given to the criminal justice student who best demonstrates academic prowess in the classroom and professionalism in the criminal justice field. The recipient is selected by the criminal justice student awards committee.

Twenty-One Year Old Arrested for Heroin



Dylan Scott Holder, 21, of 3201 Pilson Road, Sanford, was arrested on 4-23-2013 for 3 counts of sell and delivery of Heroin, maintaining a vehicle to store drugs and possession of drug paraphernalia. Holder was arrested after a 2 month undercover operation by members of the Lee County Sheriff’s Office Narcotics Division and the NC State Bureau of Investigation. Holder was placed in the Lee County Jail under $75,000.00 secured bond.

Braken Street Man Arrested For Child Porn



4/22/2013@ approximately 9:30 am Lee County Sheriff Detectives executed a search warrant of 306 Bracken St. Sanford NC for evidence of child pornography. The Lee County Sheriff’s Office’s Internet Crimes Against Children (ICAC) Task Force Detectives had been investigating this residence for the past several months.  Investigators seized 4 computers along w/ a large number of other media storage devices.

Investigators located thousands of child pornography videos and photographs on Garvin’s computer. Investigators also arrested Gerald Glenn Garvin (59) of 306 Bracken St. Sanford NC who was on scene when the search warrant was executed. Garvin was charged w/ 18 counts of 2nd degree sexual exploitation of a minor and was held under $100,000 secured bond. It will take investigators several days to go through all the evidence seized and other charges in the case are expected.

Cameron Man Arrested for Eluding Arrest and Drugs





Silvanus Nicquan Verbal, 28, of 22657 Highway 24/27, Cameron, was arrested on 4-19-2013 by the Lee County Sheriff’s Office Narcotics Division for trafficking Opium by sale, trafficking Opium by transportation, trafficking Opium by possession, speeding to elude arrest and driving while license revoked after a 2 month undercover operation. Verbal was placed in the Lee County Jail under $312,500.00 secured bond.
